I found this note: Swapping Decision - When the operating system determines that it needs to make room for a new process but there's not enough free memory, it selects a process to be swapped out. This decision might be based on factors such as the process's priority, how long it has been running, or other scheduling policies. So its dependant on the processes in the queue. Thanks :)
