I'm afraid you'll have to work this out for yourself, at this point. I regard ambiguities or contradictions in the spec as already having been clarified – it's now up to you to apply your best understanding in interpreting and implementing the spec.

I am having trouble understanding the caesar function. Consider this example: char t1[] = "ZZZ"; char t2[sizeof(t1)] = {0}; caesar_encrypt('A', 'Z', 2, t1, t2);

Would the 'Z' wrap around so become 'B' or would it just go beyond the alphabet so '/' ?
And if it would need to wrap around based of range_low, so:
      char t1[] = "ZZZ";
      char t2[sizeof(t1)] = {0};
      caesar_encrypt('D', 'Z', 2, t1, t2);
'Z' would become 'E' ?
