Yes, though your answer also needs to be based on some facts (i.e. not just opinions if they're not true).

Your answer should be structured, to the extent that you're presenting a logical argument that is easy to 
follow.  It doesn't have to be an excellent piece of writing (with all the structure that you mentioned), but 
s single sentence introduction and conclusion 'wrapped' around your discussion is OK.

Nice of you to think of us poor markers!
That word range is probably a good guide, but I didn't wish to set one as, if a correct answer can be 
provided in less space, there's no point writing to achieve some arbitrary limit.
