Question regarding the state code (all 3)

Regarding a two letter state code, I am assuming that it will always be 2 digit. Same for 4 digit year code. Please confirm or correct my understanding.

Yes, in the US, the states uniformly have 2-letter codes.

I don't think it's the same question, the answers only specified the state code is two-letter,

If the state codes are only limited to the United States has not been clarified.
