Assignment 1 - Column Heading Order (both)

Hi, For the input file for our program, will the order of the columns always be same? This would allow us to simply hard code the "state" column being column 2 etc. Or, do the input files vary - with the number of columns and their ordering, forcing us to soft code and search for the column heading name and thus it's number for each execution before completing any calculations. Thanks :)
