I've tried to calrifythe requirements at 
http://teaching.csse.uwa.edu.au/units/CITS3403/projects/Project2Criterion.pdf

In general, consistency is always good. 
The appearence should be consistent (same fonts etc) and this is typically achieved by 
having a single css file for the site.
The code should be consistent (comments, naming conventions, indents etc).

So both is ideal.
