The latter. This is in the marks for the report, not the agent. I want to see evidence that you actually thought about the problem. If someone claims that they just came up with a single idea, implemented it, and they think it works great, so that's what they submitted, then they have not investigated the problem properly, and will not get these marks for investigating and comparing different ideas.
