I believe it gets blocked until all other processes that were queued to run after that finishes, or gets blocked as well because they couldn't finish their process within the time quantum. If I understand correctly, an analogy be like speed dating if you've ever gone to such an event before. Where you get a certain amount of time with a person, and as soon as the time elapses, you go to the next person regardless of if you finished talking with the person, but you can come back to them later.
