No, it doesn't mean that at all. Comment-lines provide comments/explanations for to human readers, or permit you to comment-out/hide any lines you don't want to be used/executed. Comments have no effect on the running of the program, as their contents are totally ignored. (I'm concerned as to where you got your ideas from - can you please explain how you arrived at your question, or where in the project description you assumed this??)
