3.The crontab-file and the estimates-file will each contain at most 20 non-comment lines. Each line will be at most 100 characters long, and each command name will be at most 40 characters long. So there is at most 20 non comment lines (commands lines), not nothing much is said about comment lines. Does this mean we have to take into account that in extreme case there could be 1000 lines of comment lines and each line 100 characters long?

There could be a million comment lines in a file but, as comment lines (once detected) are ignored and never stored, they should introduce no problem.
