Hello, I want to ask if it's ok to still have a function that checks for leap years despite leap years are not considered in the project? Would we be marked down if our code still checks for leap years as unnecessary coding? Thanks

If the code is already there, and doesn't break anything, leave it in. There is no such thing as '...be marked down'. There is no negative marking (at UWA); your mark starts at 0 and increases, not from 100% and decreases.
