Addressing a host directly using MAC during BOOTP startup

Hi Chris, hope you've been well,

I'm confused about how you can respond to a host directly RE: BOOTP startup in the screenshot below.

If the server has not assigned an IP to this host yet, how is it possible to address this computer directly? Will intermediate hosts read the physical address included in the original broadcast and store routing information according to some kind of routing scheme, allowing the server to route frames back to the host?
