If you're *really* stuck during the exam then, yes, outlining a plan to address the problem (perhaps as a big comment) is better than writing nothing. BUT, please do not see this as a viable approach to passing questions - it would probably earn about 2/10 if sufficiently detailed. Politely, at this stage in the unit I can't understand being able to describe a problem, in English, but not being able to loosely code that in the block-structure and control-structures of C, particularly given that you don't have to be precise in using most of the standard function names and their arguments.
